About William Joseph Bosch III

I graduated from the University of Florida with a Bachelor of Arts in 1980.  I was then awarded a United States Department of Education Fellowship for the joint study of Public Administration and Law at U.F.  I earned my M.A. in Political Science in 1983 and my J.D. in Law (with Honors) in 1984.  Unlike the vast majority of law graduates, I had already tried over a dozen jury trials before the criminal courts (with assistance of an Assistant State Attorney) prior to graduation. I was hired by the Broward County Attorney's Office upon graduation, and went to work in its Litigation and Trial Section where I tried scores of jury trials and handled thousands of cases defending the County against personal injury claims, civil rights challenges, inverse takings from zoning ordinances, EMT malpractice and wrongful death cases. I brought hundreds of eminent domain suits to obtain property for infrastructure for what was then the seventh most populous County in the U.S., and one that was expanding far beyond its existing capacity for roads, parks, airports, drainage and sewers, landfills, and public buildings, including new libraries, courthouses and jails.  I handled numerous class actions in federal and state courts, and defended the Fort Lauderdale/Hollywood International Airport from class actions, multi-party suits and individual suits, all seeking to stop the airport's rapid growth. I also defended my trial wins in the appellate courts where they were all upheld, and even created new law.  I remained with Broward County for nearly 9 years. As a result of my success, I was recruited by the Miami-based law firm of Kubicki Draper which was seeking to establish a Government/Commercial Litigation Section. While with the firm, I supervised a group of 4-5 attorneys, plus supporting paralegals and legal assistants.  I became the Chief Trial Counsel for the Fort Lauderdale/Hollywood International Airport's Land Acquisition Program, which sought to condemn over 700 parcels of land to expand the airport, thereby making it safer for larger aircraft, thus allowing the airport to become a major international hub for Europe, South America and the Carribbean.  I also represented financial institutions and large contractors in litigation and trial matters. I was eventually hired by GEICO to defend its more serious and high-exposure insureds, and provide training to its younger trial attorneys. I had worked for GEICO for just over one year, when in 1994, I received an offer to represent the City of Pompano Beach as its Senior Attorney and Litigation Attorney.  On behalf of the City Attorney's Office I handled all litigation work, including personal injury defense, civil rights defense, excessive use of force (police), wrongful termination, contract disputes and wrongful deaths.  I was also the attorney for the City's Community Redevelopment Agency (CRA), condeming over 70 parcels of land in the City's blighted neighborhoods and re-platting them for re-development for use in low-cost housing and commercial support for these new housing developments, along with new City Parks.  I handled all the City's appellate work in both state and federal appellate courts.  One of my greatest accomplishments was the challenge to the State of Florida's unlawful Citrus Canker Eradication Program.  I organized, filed and lead a team of local government and private attorneys from throughout South Florida to successfully stop the State, which was relying on faulty research and science,  from trespassing onto private property without a warrant, and then destorying citizens' healthy citrus trees without any compensation, all in violation of the residents' State and Federal Constitutional rights. In addition to these numerous litigation duties, i was responsible for representing various City administrative boards and Departments, such as the Zoning Board of Appeals, the Planning Board, the Unsafe Structure Board, the City's Municipal Airport, and its Personnel and Risk Management Department. In April 2002, I moved to Volusia County after being offered the position of Assistant County Attorney in Volusia's Litigation Division.  My practice once again consisted of litigation and trial of personal injury cases, but also involved more complex litigation matters, such as water rights before the State's Public Service Commission, land use issues before the Department of Community Affairs, handling the Dale Earnhardt autopsy photographs case before the Florida Supreme Court, challenges by the County to placement of cellular towers, challenges by environmental groups of beach driving, and most importantly, defending Volusia County from challenges by the NAACP and the ACLU arising from the 2000 Presidential Election. In 2004 i was asked to join the Chiumento, et al.law firm in Palm Coast, in order to provide the firm with litigation support in all areas of its practice.  While with the firm, i developed a strong litigation practice consisting of construction, real estate and contract litigation.  I was retained by the largest property management company in Central/North Florida to handle their landlord-tenant matters in their various offices throughout the Region.  I was retained by the City of Orlando to become a Hearing Officer for appeals from decisions of City Officials involving zoning and land use issues.  Finally, i began to develop a significant family law practice. In 2007, I joined as full partner with the existing law firm of Timothy J. Conner, P.A., to form a new law firm, Conner Bosch Law, P.A.   Mr. Conner had enjoyed a long and distinguished legal career in Palm Coast, and together, we now have over 65 years of legal experience. Mr. Conner concentrates in the areas of land use and development, will and trusts, estate planning, and probate matters, while i provide litigation support and assistance for these issues.  I was also fortunate in that the overwhelming majority of my clients from my previous office followed me to my new firm.  I have added new property management offices and have increased my landlord-tenant practice significantly, and have significantly expanded my family law practice.  I was contracted by the City of Flagler Beach to become its Special Magistrate for Zoning Appeals.  In 2019 I was contracted by the Towns of Marineland and Beverly Beach as their Town Attorney. I also provide legal services and counsel to many contractors, commercial businesses, physicians, real estate offices and realtors, as well as individuals for contract, employment, personal injury and miscellaneous disputes and litigation matters.  I also have served as past President of the Flagler County Bar Association for two terms, and have been elected to serve on its Board of Directors for the past four years. I was appointed to the Flagler County Housing Partnership Board of Directors in 2020 and continue to serve that organization in its goal of assisting with increasing affordable housing within the County.  Finally, i was nominated for, and ultimately rated as, a "Super Lawyer", a designation which recognizes the top 5% of practicing attorneys within the State of Florida.
